The ‘cannot transfer out’ message referrers to the ICANN policy that states :
"You may not transfer your domain name to a new registrar within the first 60 days after initial registration, or the first 60 days after a transfer."

Your domains fall within this period and therefore administration of the domain can not be transferred.

In the mean time you can change the name servers on your domain name and give total control of the DNS to another service provider:

To change the Name Servers to your new host please follow the instructions below:

1) Login to your account page (please go to the UK PLC website www.uk-plc.net). There will be a green customer login tab at the top of the page.
2) Select 'Next' on a Control Centre login and enter your username and password.
3) Click on "LOGIN" it will take you into the Control Centre.
4) In the 'My e-services' section of the page click on the 'My Domain Names' link.
5) In the Domain Name Director Page, Click on the button "Update Name Servers" to the right of your domain name.
6) Enter the names of the servers the domain is to be set to for web and email hosting.
7) Click on the "Save Changes" button.

PLEASE NOTE: Once the name servers have been changed we will no longer have control of your DNS and any web or email services you have with us will stop working.
